How to train a low level account?

So lets say i have an account that is completely new.

 

My objective is to get 90+ attack/ranged/mage, 70 prayer, 95 dg, and 95 slayer on this account.

 

Also, i would like to complete the quest one of a kind and the world wakes, while not completing:

 

Haunted mine

Lunar diplomacy

Elemental workshop 1

Whatever quest unlocked warped torts

Priest in peril

Song from the depths

 

Anyway, is this quest list possible, and what is the fastest way to train these stats? I have access to all t90 and all t80 weps to use on this account, as well as all power armor up to level 50.

 

No using my main to boost train this account, that is both technically against the rules and zpwaste for my main.

 

How do i start?

Start off by killing chickens, cows, goblins, etc.  Once you get to level 40 or so in each stat, you can proceed to Dagon'hai Monks.  After that you should be well on your way.

 

To do The World Wakes, you should be fine (no quest requirements), although other quests may unlock more content.

To do One of a Kind you need some prerequisites but I don't think any of the quests you listed are among them so I don't see any issues.
