I've got a degrees clue roll. I've talked to the professor at the obervatory, and Kojo and the other person won't give me the watch and sexton, help!!!!

Are you sure you don't have them in your bank?

Make sure that you have not started the Observatory Quest, make sure you have examined your Clue and that you are speaking with the Professor North of the Observatory.
