u need to start watch tower quest i got that one and it took me 2 gold bar 1 drag bone and some time ... beware a zammy mage will appear

Yeah, you should at least have an access to the Ogre City in order to get there. Since it is a coordinate clue scroll, make sure to bring Sextant, Watch, and Chart in your inventory whenever you go hunt that clue scroll.

 

 

 

Without those navigating tools, you will not be able to finish this clue scroll. More information on these can always be found in Treasure Trails Guide, Coordinate Section
