Well presuming all your other stats are 1, cutting willows is really your only option.

to make money, get a target for a lvl like 60 wcing and train on willows untill you get their. u should have around 3k willows which you can sell or fletch. fastest though is getting flax and turning it into bowstrings and selling for 200ea
