For some reason this wasn't mentioned in the knowledge base. Do I need the required magic level and/or quests to make portals in the portal room at my house? For example, could I make the Kharyll portal without Ancient Magicks or a high enough magic level?

You have to be able to cast the spell on the portal, therefore you need the level (and quests).
