There's an elf south-west of the elven camp (not lletya) called Ilfeen, bring your uncharged seed there along with money and there you go.

Use this map, there are two places that Ilfeen will be. Just go to whichever is easiest for you and wait if they aren't there. Should be only a few minutes till they show up.
