Just head south of Falador, west towards the Crafting Guild, and then north until you hit the sheep and locked gate. The mage is inside the nearby hut. I'm not quite sure of the exact cost, but you DO have to pay him to do the change. I wanna say it's like... 3k or something? Maybe not. Someone correct my price if I'm wrong.
