World 16 is the Air Company. They're a company to help with runecrafting. There are crafters that just sit in the air temple and either give you 2k or 125 air runes to bring them 25 unnoted ess. People in black give money and people in blue give runes.

There are tons and tons of people there all the time. Just a suggestion, if you try trading Airs for ess, you're going to have a tough time, most people just want the 2 or 2.5K.
