I've been trying to find Bob the Jagex cat for tail of two cats, but I'm really confused because my amulet is still pointing north and I'm at the deepest part of the wilderness. What am I supposed to do, because I don't think there's anything more north and my amulet hasn't changed direction at all even wandering around up there.

I had the same problem. I logged out and switched world and bob ended up being in Draynor Village. Try switching worlds and see what happends.
