i got a lvl 3 clue scroll and i dont know where to get the abovr stuff?

If you had them before:

 

Just go to the clocktower (s of ardougne)

 

The guy in Port Khazard (se of ardougne)

 

and the observatory (sw of ardougne).

 

 

 

If you haven't had them before, you have to go to the observatory first.
