There are two hotpots for thrones in the trone room, the one next to the other. Will these hotspots filled booth when I build one throne? Or should I pay for two thrones?

Nope, you only have to build one throne. Both places will be filled. So only the materials listed for 1 throne are needed.

If Jagex ever made a perfect update, there would be players complaining about nothing to complain about.
