Wizrad says to communicate with local settlements to learn the cross paths of the Ogre city, Can anyone tell me who and where are the local settlements?

your up to step 4 ...... i think. alternativly if you like doing quest without guides then the wizard mean to find orges around the outskirts of the ogre city and see if you can convince them to tell/show you how to get in there.
