Yes and you could definately do it. I had stats that where lower than yours when i beat RFD. If you follow the tip.it guide you should have no problems.

 

 

 

It is true that you can't use prayer but i didnt use any more than 10 monks on any of the monters. (Remember to reset after each fight just to be safe).

For Karamel i wore full black Dhide, mystic hat, mystic boots, crystal bow. I had 4 stat restore pots and the rest all monks in my inventory. I drank 1 dose of restore pot after she froze me 4 times.

she froze me alot and i drank 2 full super restores, i didn't eat though.
