Go to fishing store in Port Sarim. Speak with the owner of the store, and ask him how to fish lava eels. He will give you a bottle of Blamish Snail Slime.

 

 

 

Then get 1 harralander, 1 vial of water. Use the harralander and the slime with the water filled vial, and you will have Blamish Oil.
