I would spend some of my money replacing those TBH. If that's a bit above budget then you could always just live with a single monitor setup and then buy the second when you've got enough cash?

 

I would say stick with 4GB RAM, and as you say yourself you sometimes go over.

 

I take it you're going to be replacing the CPU with an AM3 one? Or are you going to go the intel way?

 

Edit: oh, and how budget do you mean by budget?
