I just went and did the quest a few days ago (that's on 17.02.13) and recorded a few major changes, mostly to the monsters and some other things.

• At the beginning of the quest you are to find Ivy Sophista. With the new layout of Taverley, her house is opposite of Pikkupstix' house.
  
• The assassins that attack you at the start are now level 60
  
• The Elite Guard at Movario's base is level 110 and not aggressive.
  
• The Mercenaries that you have to fight near McGrubor's wood are all level 130 (everything else is the same about them)
  
• Balance elemental is now level 144. The fight is a lot easier, I completed it with all melee stats 75, using BGS and barely any food. One must take stat restores/super sets to counter the stat-drain, though.
  
• Tormented Demons are level 170
  

I am sorry I have no screenshots to back this up, but the RS Bestiary might confirm this information.
