This game is called "osu!". It is a fanmade PC version of the two Nintendo DS games known as "Osu! Tatakae! Ouendan" in Japan and "Elite Beat Agents" in the US. Since this is a fanmade game it is completely free and it has multiplayer support. Personally I can't play this game worth crap because I don't have an external mouse for my laptop.
