I'm slightly confused by what you mean. If you could clarify a bit, that would help.

How much do you plan and/or willing to spend on it? That will greatly affect how fast and which methods to use to get it.

For me, with a bunyip, I can tank the Zombies, with DFS + Proselyte, and very very rarely do I ever drop below 90 hp, and just in case I carry a Enchanted Excalibur with me, and that's all I need there. I personally prefer this setup as it maximizes the time you need to wait between recharging prayer, and also it's not very expensive if in case you ever die there (I also don't have void =p).

If you think that Revenants will kill you, go with the chaos tunnels, there are less spawns there, but there are also safe spots in some of the rooms, so the baby black dragons can't hit you.
However, if you think you can handle the Revs and the crowds, then go with the Wilderness spot (East of Clan Wars or Western Wildy).
Another potential spot that only works if you have a lava titan, is to kill the ones around the Lava Maze, and then go in the kbd layer to tab out. However, I'm going to assume you can't do that.

I really really doubt it, just like how the cannon works, it should be 1 time use per shot.

Salamanders (Best of whatever you hunt for) should be the best to hunt until 90+

Well, that could be a good thing, all the wines being made might actually have a small market on the GE now.

Wear as much Magic Defense as possible, no matter which method you are using, and pray melee if you're going to melee it, and Range if you are going to mage or range it.
If you are meleeing it, it is weak to stab, so using Leaf-Blade Sword would be most effective, probably followed by Dragon Longsword (If you don't want to get hit hard by dragon breath), if you want to risk not wearing (Anti)Dragonfire shield, then use a Zamorak Spear.
If you are ranging, use at least Addy bolts against them, preferably enchanted Ruby bolts and/or enchanted Diamond bolts.
If you are maging, Claws of Guthix, Fire waves, Slayer Dart are all appropriate methods of killing it, however, I suggest this method least, as even with 99 Magic, I still kill them much slower than I can with the other 2 methods.
For your inventory, I would suggest: 1 Antifire potion, 1 set of Super pots (or Range pot if you're ranging), Tab, 4-5 Prayer potions, rest Sharks. If you have a healing familiar, bring it, it will help greatly. If you have a BoB that would help too, fill them up with 1 more antifire, 2 more ppots, rest sharks.

If you really want fast xp, I believe one of the fastest method is Dhing Fire Giants in the Smokey Well, you'll always be at 1 hp, pot up and pray melee and you'll have a fun time there.
(Personally I enjoyed it for a day, but I can't stick to 1 method either, but it is a good break from the regular mundane training to hit some high 70s-80s and occasionally higher)

Well, normally cheap and quick doesn't go together that well.
However, if you want a cheap, but decently fast way, you could possibly camp abberant spectres and pick herbs up there, then buying secondaries to make the potions. It's not the fastest way, but it shouldn't be too bad either, depending on your combat stats.
The cheapest, and normally profitable method is to just buy herbs and clean them. Just buy one of the grimy herb first, clean it and resell to make sure that you can sell for profit, then go and buy another 1k and repeat till you get the level you want. Although it's not fast xp, I know people who have gotten to the 80s using mostly cleaning herbs.
The fastest method now, would be to buy unf potions and just adding secondary ingredients to them. Not too sure on what your losses would be right now, as the market is jumping all over the place, but that is the fastest method.

I agree with what the above person said, save them for titans later on, they are much better xp, and you won't regret making them.

They fixed the shards in today's update, unless you're planning on using 2.5m shards, I think you're good to go =p

I wouldn't say it that way, as rather it has always been a "unique" drop from chaos dwarves, so they just added it on, as it would be wierd if they didn't =p

Must've been my wording, I meant to say that the double xp is not enough to cover the time spent to get the points to get the axes.
Surely it's worth it for other tools, but for Axes, it definitely is not.

You can do 53+ potion. I'm not sure on the number you're going to need, however, if you can use a terrorbird, the scrolls give the exact same bonus and they stack, and are easier to get as well.
~Dan
[Edit]:Sorry, actually I was wrong, it only gives +2, however it's still a lot easier to use than the potions. If you do use the potions, depending on how often you "mess up" you may need up to 10 (I would think).
-
I really don't think it would reach 60-70, I would estimate more in the mid-50s, maybe early-60s if the charms are used efficiently.
-
That's what I mean by the time it takes to get the axes far outways the time you could spend getting xp with other methods.

I have had the burner run out on me while using the Tortoise, so bring 2 sets of Marentill instead of 1? You still burn 52 Bones per trip this way (At least double of what it is with a normal inventory, with no BoB.

Basically, if you have the points already, I believe the xp earned from it is worth it. However, I don't think that time it takes to earn the points for this is worth it, as you could have been woodcutting at the same time, earning perhaps same, or more xp, along with some cash profit (depending on what you are cutting). However, overall the best xp you can receive while woodcutting is using the Adze, as it gives you both Firemaking and Woodcutting at a very nice rate, and the Adze is equivalent to a Dragon Axe in cutting rate.

I'm still trying to understand the second half of your equation with ((STR - 1/10STR^2)/3), is it supposed to be ((STR - 1/(10*STR^2))/3), or...((STR - (STR^2)/10)/3), cause I keep getting wierd numbers whenever I try to calculate it out.
Also, if you simplify out your first half (L=Ranged Level):
L/32.55x56/6.113/253.3x252.3/2 = L * 1/32.55 * 56 * 1/6.113 * 1/253.3 * 252.3 * 1/2 = (approximately) .14L, please correct me I'm wrong.

I can't really say much on the inventory, as I have very very little experience with it. However, I suggest you to wait till next week till you try to solo. With recent updates, you stop whenever you drink potions (I heard you may get hit up to 3 times during the time), making you very vulnerable to Zil's attacks.

Several Rune and Adamant items can be alched for minimum losses, check through them and compare them to http://www.tip.it/runescape/?page=high_alch_calc.htm (The prices are very inconsistent, so if you want to keep on minimum losses, you're going to have to continuously check and comapre).

Pineapples from both Catherby and Del Monte.
(Unrelated, but it's also good to pick the pineapples in Brimhaven whenever you pass by, you get them noted very quickly from one of the nearby Farming Leprechauns)
