I know it's at the Zorge camp but where the hell is that I can't seem to find it?

I want to know where you get strength, attack,and hitpoints skill capes from? I know you need 99, but after that where do you get to buy them from or whateva?.

How do I Start lvling it and which course do i go to, got members not to long ago and want to start lvling the members skills to do quest

i jus got members yesterday and i got my first scroll today, now i know i need a compass and that, but where do i get that stuff or who do i get it from
