when i have a uri type clue how do i get him to come out

i have a clue scroll that is a uri emote type clue it says "Panic by the mausoleum in Morytania. Wave before you speak to me. Equip a mithril plateskirt, a maple longbow, and no boots." Now i have the mithskirt and maple long and im also in the mausoleum and there is no response is there something specific im supposed to do to get uri to come out or what? someone please help me.
