It's been stated she is not going to be overclocking so what are you on about? If you need a cooler for a i5 or i7 that isn't overclocked you picked a terrible case or you live in the desert without air conditioning.
Then instead of dissing my suggested build, say "just downgrade to an i5-3450 and an H77 motherboard". No need to be that way. We are humans and sometimes overlook things..

That is very wrong. Case fans do not have the same amount of airflow with a heatsink. OCing without an aftermarket cooler is just asking for a burn out.@gpmc
He doesn't need a CPU cooler if he has a case with fans. The intel line runs plenty cool.
I disagree with the blue hdd I would go with black personally.
I say ditch the gpu for a gtx 560ti, 650, or 660 anything under 250.00 considering they will run any game on the current market at 60-100fps.
I would highly recommend adding a SSD as your primary drive for OS and such. One of these will run 60-100.00 and the change in GPU should cover that cost.

If you're just going to get a weak graphics card at your budget, you might as well cut down the whole budget to $700.

Since there is an MIR, the total is actually $980. This will run anything at very high settings with very high fps.

Quests will build the foundation for your membership adventures. I recommend doing Lost City for access to the DDS.

That will only play on low settings, so if you're fine with that, get it.
What is the rest of the config for that build? What model and make of PSU? What resolution monitor? What games will you play? Will you be OCing? CF/SLI?

Devnull is right. Your CPU's per clock speed is low for RS. MMOs are almost entirely CPU-dependent. That is not to say you should neglect the GPU. I recommend an i5-2310M with atleast a Geforce 9400GT.

The results I'm seeing say that integrated card has 348MB? In any case you should be fine, the game draws more heavily on the CPU than the gfx card.

I'd rather get the Radeon 7850 as it can OC to the level of a GTX 580 without a hike in power consumption (well, not enough to be not worth it).

Raidmax is notorious for broken parts. My friend had that same case and the power button got stuck and the frontplate fell apart.

If you can spend $15 more, get the 560 non ti. it is much better than the 460.

The GTX 460 far surpasses the 550ti in performance, so you could look into that.

AMD cleared up the driver issues for the most part. The Radeon 6850 is a much more powerful card than the 550ti. What is your PSU atm? It might not be good quality. The i3-2120 beats most AMD CPUs in the arse.

As said above, $300 won't get you anything good for rs in a laptop. A desktop for $300 might, however.

All monitors under $300 are the same. It doesn't matter what you get. As long as it is 1920x1080 and about 21-23" @ 60Hz, it is good. Generally, at the $200 or under price range, ASUS and Viewsonic are good.
