All monitors under $300 are the same. It doesn't matter what you get. As long as it is 1920x1080 and about 21-23" @ 60Hz, it is good. Generally, at the $200 or under price range, ASUS and Viewsonic are good.

That is very wrong. Case fans do not have the same amount of airflow with a heatsink. OCing without an aftermarket cooler is just asking for a burn out. -
If you're just going to get a weak graphics card at your budget, you might as well cut down the whole budget to $700.

That will only play on low settings, so if you're fine with that, get it. What is the rest of the config for that build? What model and make of PSU? What resolution monitor? What games will you play? Will you be OCing? CF/SLI? -

Devnull is right. Your CPU's per clock speed is low for RS. MMOs are almost entirely CPU-dependent. That is not to say you should neglect the GPU. I recommend an i5-2310M with atleast a Geforce 9400GT.

I'd rather get the Radeon 7850 as it can OC to the level of a GTX 580 without a hike in power consumption (well, not enough to be not worth it). -
Raidmax is notorious for broken parts. My friend had that same case and the power button got stuck and the frontplate fell apart.

Do you have a spare optical drive and hard drive to use?

AMD cleared up the driver issues for the most part. The Radeon 6850 is a much more powerful card than the 550ti. What is your PSU atm? It might not be good quality. As said above, $300 won't get you anything good for rs in a laptop. A desktop for $300 might, however.
