500W PSU is the minimum requirement for that particular graphics card with 600W as recommended. If your budget allows it I would consider going for a 750-800W PSU. Can't help you about prices unfortunately.

Something not nice or the coding wouldn't have been reversed!
Can see the term "epic windows trick" reversed. However not everyone's definition of epic is the same. I wouldn't risk running that.

With your AVG, try going to history > scan results then click on your most recent scheduled scan to highlight it, then click view details, in the view details screen click on the history tab, on the bottom right should be a button saying "remove unhealed infections", click that. This should get rid of any spyware AVG has detected.

I was just reading that news report a few minutes ago as I'm on Virgin Media broadband. However, as I don't make many downloads I was viewing the story from a different angle. As most will know there are some factors which can affect your internet speed, such as closeness to the exchange, the amount of people sharing the same exchange, the weight of traffic etc. So if less people on your exchange are downloading films you should in theory get less lag when playing online. So this should be good news for those who like to play online a lot, not so good news for those who like to download copyrighted material for free.

Step 1) Make sure you meet the requirements to play RS in HD. Read this post http://forum.tip.it/viewtopic.php?f=45&t=746171 lots of useful info on this post.
Step 2) Update Java. RS is a Java based game so this should be your next priority. Go to control panel, you should see the Java icon, double click that, second tab from the left should give you the update options.
Step 3) Update your drivers next. I took these links from Jagex's FAQ so they should be ok.

Step 4) Realise how many people are trying to do the same as you are, their servers are going to be extremely busy just now and for the next few days so the problem is possibly at their end.
Step 5) Remember It's a Beta so there are bound to be bugs so not neccessarily a fault with your PC.

If all else fails it's probably just them having problems on their end.
Most likely, Jagex servers are going to be pretty stretched right now.

Used to see this all the time in amusement arcades. The older machines that were switched off had the words "game over" burnt into the screen. Like JoeDaStudd says if its an LCD you may get lucky, if it's CRT you're stuck with it.
You need to set/adjust your screen saver options to prevent any further re-occurance of this. Have your screen saver set to come on after 5 - 10 minutes, you could also adjust your power options so that your PC goes into hibernation after around 30 minutes idle too.

If it's only that site you can't access, but can through a proxy server then maybe the site has banned your IP for some reason.

Start > all programs > accessories > snipping tool.
This may be just specific to HP/Compaq computers though not too sure. The snipping tool can be pinned to the task bar to save time.

To answer to question 1. Because Vista sux!
I had the same problem the other week with a game I got free with a new graphics card. You could try this:
start > all programs > accessories > command prompt
then in the command prompt type
E:
dir /w
this should show the directory on the disc
then look for an [Caution: Executable File] file with the word setup in the file name eg. tombraidersetup[Caution: Executable File]
type the full file name in the next line and press enter.
I'm having to make the assuption that your trying to run a setup from a disc and that that disc is in the E drive, if not post back with some more info.
