My partner quit Runescape and now I can't complete the quest. Any advice?

Is there any way to restart a quest?? I started 'big chompy bird hunting' without the requisitie range level; but now, when I try to go back, I'm stuck! I put out the inflated toads as bait, but there are no chompies for me to shoot at! I've tried talking to everyone over again, making new arrows, even buying a new stabby-chucker. There are so many other quests I want to do, but I need to finish chompy first! Any help? :(
