I Have already compleated Ernest the Chicken & Vampire slayer, but i cannot seem to find (or get working ) the rift... help me please :(

Im a lvl 23 in Runescape and i ahve completed the Ernest the Chicken Quest and the Vampire Slayer quest.... what i wanna know is what is the rift and can i use it if im not a member :-k
