how do you get in one of these so called wars

for some reason i can attack any body in the lowest levels to the highest f2p levels of the wild and i couldnt fight with my friend who is level 66 and i am level 67 when i try to attack it only says follow, assist,walk, and the other one slips my mind. is there something wrong or something because other people said they couldnt attack me. please help :pray:

not to sound like a noob but i stopped playing rs and idk wat it a rune set is. how do i get the rune items out of the rune set the box thing can i or did i get scammed
