Prayer is ther to be used in all situations, Jagex made your combat go up if you leveled prayer. There are only two resons for this, to make it easier for players to do quests with cb lvl requirments, or so that it offsets the skill inbalance. A pure will have a higher atk/str for their cb lvl when fighting someone with prayer, but ther person with prayer will have another advantage. If Jagex didn't intend if for PvP then why does your Combat lvl go up when you train it. Also, I agree, if you have a skill, use it, why would you bother top get your prayer lvl up if you aren't going to use it??
