^^^^ if so then how are u supposed to buy large pouches from him?

I kno they are expensive but for sake of time i just want to buy a large pouch from kovac. However everytime I try to talk to him to buy one from him I just keep gettin the same monologue and then no option to buy a pouch. You kno the "arrrghhh, dont sneak up on me".... Any help appreciated its kinda annoyin me, is there summat simple im not botherin to do? :?
