no my other characters will log in the same time its just the one guy

hey i always seem 2 have a problem logging on 2 runescape. its only with one of my characters and only happens between bout 4:30 and 4:55pm (aest) my other chars will log on fine though my friend from new zeland has the same problem any suggestions on wat it is or how 2 fix it?
