Why maximum combat level melee is 126 and ranged 110

This is for runescape 2007. I am low level, 75. But if melee can be 126 level and ranged and magic only 110, maybe for PVE must use melee only. In game I view people with level 120 or more. Is they all melee? -
I am a beginner and have a question. Why maximum combat level melee is 126 and ranged 110? http://rsdo.net/RSDO...CombatCalc.aspx Is then melee class more good then ranged and magic for monsters. And If I have hybrid with 99 attack and str, then can I get 126 level ranged or magic?
