Hello i use phpbb as my forum provider and in the forums i have announcements that i want to stay at the top always. How do i make the announcments at the top like here on these forums?

I am making a forum for my site and I dont know how to do one thing: I need to make a forum where Only moderators can make new topics but registered users can reply to the topics but cant make new ones? how can i do this i am using the same forum provider as tip.it : phpbb...if anyone knows please reply thanks
