My internet wont let me into secure login screens such as hotmail and thr runescape forums. Can someone help me please.

Ok then Jargon... I try to log into hotmail. Page cannot be displayed. Check your inter settings. I try to log into the forums on http://www.runescape.com. Page cannot be displayed. Check your inter settings. It seems i can get into secure login pages. Please help as i need to check my hotmail. :(

It says "The connection was refused when connecting to http://www.Runescape.com". Any ideas?
