i have no scrolls in my bank or inventory. I have been killing guards as well as ice warriors for 3 weeks now. what am i doing wrong. i have not recieved one scroll.

I am really stuck on this clue scroll that I have. I have gotten a clue scroll for mort'ton in the long windy path north of the mines and south west of the fishing spots. i am lost and i have no clue how to get this stuff.

I have gotten a new map piece for the treasure trails and i have no clue where it is. I have looked at the world map for a good 20 mins and just stared. Yet i cannot match it up anywhere. So here is the piece and tell me where it is please. I would like the help alot. Thank you!
