Chest in Varrock chapel. When you get to the chest, you will see that it's locked, and there will be a message that says "Property of the Clocktower Monastery". Go to the Monastery just Southeast of the Clocktower and kill a monk for the key. The chapel is north of the east bank as if u r going to wildy.
