are the snowballs tradeable?

Ok i found a lvl 1 clue and did the first part of it and got the next clue it says this exactly "cheer for the monks at port sarim equip a coif, steel plate skirt, and a sapphire necklace. I know i have to do the cheer emote for the monks but do i have to get my ranged up to 20 to equip the coif? And will a games room necklace work for the sapphire part?

What quests should i do first? What skill are the most nessacary to do the wuest and i should foucus on first. What items should i look for and get. PS what is the quickest way to make money.

if you merchant coal i have found that you can rarely get any high amount at 150 so 160 is better
