Ok...could I do Barrows with wind wave? Yeah I know I wouldn't get the runes back but would it hit high enough and stuff?

Some people do it with fire strike, so theres no reason you cant do it with wind wave.

Yep, you would have good consistant hits on the monsters. As you said, you probably wouldn't get all the runes back, and it isn't as efficient as Slayer Dart.
