Why would you want to punish someone on account of poor spelling? It seems unfair to me. Maybe they didn't have as many opportunities as others did school-wise or in mind development. Maybe their native tongue isn't English.

For free, I would definitely have to suggest Google Pages. From what I've seen using it, it is very customizable, looks great, and is free. :) If you were going to do paid hosting, you would need to know about HTML, CSS, FTP, etc.
Krumdin, our servers, our site, and our forums are all maintained by out administrative team. Our administrators will be the ones converting databases if need be.
Do you want to be more specific? Is the website relate or what? If you are talking about the forums, Help & Advice, Tech & Computers, etc. then I would disagree. Questions here are answered quickly and efficiently. There's no need for a "Questions Staff" in my opinion.
