It's the Brine Sabre, a rare drop from brine rats which you find in Olaf's Quest. It has a special attack only useable under water which doubles the chance of hitting, and adds a quarter of the damage dealt to your Strength, Attack and Defence.

And for some reason the Tip.It Database has it as a drop from Fremenik Skeletons, though the Base says brine rats.

well atm cause they are new they are goin for stupid prices 200k-400k but they might go down in price soon hopefully for all u buyers
