He gives you back you non-tradable holiday items if you lose them.

he also sells toy horses, spinning plate, and i think someother things. if you go to port sarim and go northeast youll find draynor.

He does sell items, but he also gives back certain items from past events or experiences that you might have lost. I would check this out further before you began dropping things you might need later on.
