Hit CTRL SHIFT + N, click ok.

 

 

 

Hit CTRL + A.

 

 

 

Go to Select > Modify > Border, enter the size of the border you want.

 

 

 

Go to Select > Feather, enter the feather size. This is for the rounding in my border, skip this if you want a normal one.

 

 

 

Fill it up with the paintbucket.

 

 

 

 

 

 

 

Note that this is for photoshop.
