April 19, 200719 yr You can only make it during that part of the quest. But, if you haven't done the quest yet you can make multiples during that same part :)
April 19, 200719 yr I doubt its only during the quest but if it is you can get it back from the Oneiromancer. And if I were you I would do at least 10-15 at once. Quest cape obtained at combat level 83, march 07.

Yes, you can get another from the Oneiromancer, for a price. And you can only have one at a time if you do it that way. The only way to have multiples or to make your own is during the quest. Same goes for the armour.
