Charcoal can be bought from the general store on Karamja (a few screens south of the house portal).

 

 

 

They can also be bought in the general store in Shilo Village as well I think

Charcoal costs around 45-100gp.

 

 

 

The emtpy box is a quest item, so you don't buy it.
