How does it work and how many laws can i get say per hour on world 66

To run laws via the hot air balloon, you must first complete the Enlightened Journey quest. To use this method, you will need to invest in two things before running. Rings of Dueling and Normal Logs. Here is how the whole thing will work: first, you start at the Castle Wars bank, then you take your unnoted essence and one normal log and run slightly northeast to the balloon, the balloon guy will take the normal log as a payment and then you will be transported to Entrana (it drops you off a little bit west of the herblore shop). From there, you just run to the law altar and trade with a crafter (as usual). After you get the laws, you operate your ring of dueling and teleport back to the castle wars bank. I think this method is probably...3-4 times faster than walking the whole route. Your actual laws per hour will depend on how many crafters there are compared to runners.

fyi, world 99 has crafters that trade 27 law for 27 unnoted ess. And every time I go there, Im the only runner.
