I saw some guy selling "Black Desert Robes" a while ago, he said they were really rare and I just wanted confirmation to see if he was telling the truth or not. Shantay sells normal Desert Robes, but they're white. Also, not about the Robes, do Amulets of Glory still get more gems while mining even if they are out of charge? And do the number of charges affect how many gems you get?

No "black desert robes" are not rare. During the golem quest, you can find a black mushroom which is used as dye during the quest. No amulet of glory does not increase chances of getting gems when out of charge. Number of charges does not affect amount of gems you get.
