Buy a ball of wool from a general store. To be specific, the general store in east ardougne across from the chapel. Then use it with the amulet.

Buy shears from the general store.

 

Use shears on sheep (near crafting guild, etc) to get wool

 

Use wool on spining wheel (crafting guild, barb vilage, etc) to make a ball of wool.

 

Use ball on amulet.
