I'm wondering how you get them, other than from other players. The database says they could be a drop from lv-37 guards in Burthrope, but the drop list doesn't include it.

 

 

 

Are they related to a quest or something?

They're not from a quest, that is sure. If the item got in the database somehow, and only name this source, then it must be true. Maybe it's simply a semi-rare drop. If you get one submit a correction to the bestiary :)
