Where is the best place to train Attack and Defence from lvl 3 to 40 and str lvl from 3 to 20 in p2p?

Probably stick with men and women all about the Runescape world. They'd probably be your best bet until about 15/15/15 or so. Then switch to minotaurs in the Stronghold of Security. Not many P2P-exclusive areas for lower level combat training.
