you can make any ruen with pure essence

 

and only elemental with reg

Rune essence costs like 30 each, pure essence costs 100ish each. Prices might be a bit off. You either got the required mining level, or became members, since the last time you mined essence I guess.

At 30 mining you mine pure ess instead but normal ess can only craft F2P runes, you need pure for P2P runes.
