How to hit high

I have seen ppl hit up to 23 on monsters and players, then I started wondering how to do that. So how do I do that?

its mostly about your strength lv adn sometime the armor and wepon ur using and u can use str potions and prayer to help u hit higher

Yeah. Obviously you're going to hit higher with a dragon battleaxe than a dagger, because you've got a higher strength bonus with the battleaxe. It mainly depends on your strength level, then things like bonuses, prayer, and potions/stat boosts come into play.

When trying a new weapon look at the equipment stats screen. The higher the the strenght bonus is, the higher you can hit.
