Help wityh reducing a pictures file size

I need this pictures size to reduced. Maybe make the picture a little tiny bit smaller or reduce the pixels by a little bit. It has to be 30kb. The size right now is 190kb :wall:

 

 

 

Please if anyone could help it would be much appreciated.
